Oh no no no Werewolf would always be in effect after the first Full Moon. That would just be a catalyst for the end of the incubation period possibly triggered by lunar gravity the way some animals are. (There would need to be research. I might even divorce it biologically from the full moon, but that wouldn't be as much fun.) I would probably tie the length of incubation into Werewolf biology. Shorter incubation would be less moon-crazy and more human, longer would be stronger Wolf but less sane. I wouldn't want to tie it to the SSS in Ultimate Vampire for one reason, and his name is Nick Fury. That would just complicate things like crazy.
