It's the intensity; he never does anything half-way. Steve was born to play the sexually aggressive Seducer of Innocents. If Tony is the Cassanova stereotype, Steve is the Harlequin Hero who pins the heroine down on the bed/desk/wall/floor/sidewalk. He just needs to learn the role. :D
Precisely! He is old fashioned and thinks things like love and passion are good, and the Council have just taken the Jedi tradition of neutrality waaaaaay too far. Clearly, Steve needs to set them to right. Starting with Tony and the nearest bed.
