It is very uncharacteristic. Steve has, tentatively, accepted that he is not 100% straight. But it is a very big leap from that to admitting that he fantasizes about Tony pinning him down and doing hotdirtybadwrong things to him. (sighs at him) That was going to be addressed in this fic, but there's just not space. (sulk)
